      In the latest beta behind experimental toggle, the frozen biome such as frozen ocean (with icebergs) generates almost 100% ice on the surface. This makes the frozen ocean biome completely covered with ice on the surface with no water to break and separate in between, compared to the Java experimental snapshots.
