On the iOS version of Minecraft, keyboard and mouse settings appear in the settings menu. This comment by a mod in #51263 indicates that Mojang does not intend for Minecraft on iOS to have keyboard and mouse support. Since Minecraft on iOS does not have keyboard and mouse support, keyboard and mouse settings showing inside the app must be a bug.
