Whenever someone else in any world controls a boat and you ride with them, the boat will be laggy
To reproduce:
- Place a boat
- Have someone else control it
- Get in the boat with them
What happens is the boat will appear laggy while moving.
Edit: This bug actually applies to anything controlled by other players, including minecarts, horses, etc.
