Playing beta on XBOX Series X on Survival, Peaceful.
New world just created today.
Playing LAN game with Win 10 guest.

Made a boat.
When the placing the boat it stays in the hotbar as if in creative mode.

If you toss the item from your hotbar and grab another boat the issue repeats with the new boat.

The other user playing local on Win10 broke and grabbed one of the many boats floating around and the issue continued with that user as well.

All other items appear to behave normally.

Issue continued after restart of game.
