Very strange performance issues

      I recently built a new computer, with an RTX 3070 and an i7-11700, upgrading from a GTX 1080 and an i7-7700. Despite my new computer being substantially more powerful, I've begun to see some very strange performance issues that were not present before, and that I have been able to find reproductions of, such as shown here

      The issue is substantial performance drops around the bases on my minecraft server, and even in my offline singleplayer backup copy of the server world. While with vsync on I get a very stable 60fps most places, and can get 200+ fps with vsync off, around inhabited areas of the world my FPS drops substantially, reaching the 20-30fps range. This issue does not seem to be present for any of the other members of the world despite me having the highest end PC of all members, and does not seem to go away regardless of what in-game settings are changed, being roughly the same whether the game is running at a render distance of 16 or 80, and whether the fancy graphics settings are on or off. Even more strangely, the FPS drops go away almost entirely when submerged in water, regardless of where I'm looking

      I opened a support ticket, and was advised to post here as support told me that unless my GPU drivers were out of date, they thought this seemed like a bug. Minecraft (both Java and Bedrock) are the only games I've had unexplainable performance issues with when compared to my old PC. I've attached 4 screenshots from around one of our bases with the FPS visible in the top left corner, provided by rtss. All screenshots were taken with vsync turned off in the nvidia control panel.
