Placing powdered snow over snow layers of any size will replace the layer even if you dont touch it

      Steps to reproduce:

      1. Place the snow layers.
      2. Place a support block to place the block above the snow layer.
      3. While aiming at the support block, try placing powder snow above the snow layer.

      Observed results:
All attempts to place powder snow above the snow layer result in the replacement of the snow layers (aiming at the support block, not the snow layer).

      Expected results:
Snow layers will only be replaced when the player aiming over them.
