xp cost to combine 2 bows on anvil depends on which slot each bow is placed in

      When combining two bows on an anvil, one with no enchantments and one with power 2, infinity 1, unbreaking 2 the xp cost of the combination was either 25 or 13 depending upon which slot each bow was placed in
