Flame arrows sometimes pass through mobs already on fire without doing damage, but the mob is still knocked back by Punch.

      Steps to reproduce

      1. Enchant a bow with flame.
      2. Shoot at a mob repeatedly. An iron golem or ravager are good for this because they burn and have a lot of hp.

      Expected results

      All of the arrows hit and damage the mob.

      Actual results

      While the mob is on fire, some of the flaming arrows pass through it instead of hitting it. They still deal knockback.

      If an entity is on fire, when hit by a arrow effected by the 'flame' enchantment, the arrow will instead continue on its original course and the entity will be flung. (works best with spiders)
      if the entity in question takes no knockback, (For example an iron golem), the arrow will instead go through it.
