Navigation to settings screen has been broken

      The navigation from within a game to get to the settings screen has been broken with the most recent revamp of the UI. You cannot move down from the Save and Quit button to the new Settings button location at the bottom of the screen. You have to move right to the player profile and then down from there. You can properly scroll back up from settings to the save and quit button.

       

      Repro steps (On Xbox, but the same/equivalent actions on all other Bedrock platforms exhibit the same behavior.):

      1. Start a game (either existing world or a new one)
      2. Hit the menu button on the controller to bring up the main menu
      3. Use the D-pad or left stick to navigate down to Save and Quit
      4. Hit down again and see the selection move back to the top option, Resume Game instead of down to the bottom row of options.

      Expected behavior:

      Hitting down from Save and Quit takes you to the settings and feedback buttons. (The settings button should never have been moved down there in the first place, but that is tangential to this bug.)
