in minecraft bedrock edition i did once own the founders 2019 cape and was able to equip it on my skins and now it does not appear i can equip it on any skins, and i only have it equipped on 1 skin and still wont show others i have it. i dont know if it was fixed to be like that or it is an actual bug bit i do like the cape and hope i could have it for all skins
