When Overworld Axolotl spawning conditions were met in The End (water without sky access), axolotls were spawning. Due to the lack of water in the end, any water placed by the player under a block would have a high likelihood of spawning an axolotl. This bug would be commonly found by players using water to traverse largely vertical end cities.
