Blue ice no longer emits light

      Summary:
      In previous versions, blue ice emitted a small amount of light, which was intentional per MCPE-34878. In 1.17.10.21 Beta, blue ice no longer emits light.

      Steps to Reproduce:

      1. Place a block of blue ice in a dark area

      Observed Results:
      Blue ice emits no light.

      Expected Results:
      Blue ice should emit a light level of 4, just as it did in previous versions.
