      Summary:
      Rooted dirt cannot be tilled with a hoe if there is a block above it. In Java Edition, it can be tilled, which is intentional per MC-226964.

      Steps to Reproduce:

      1. Place a block of rooted dirt
      2. Place a block on top of the rooted dirt
      3. Use a hoe on the rooted dirt

      Observed Results:
      Nothing happens.

      Expected Results:
      The rooted dirt turns into a dirt block and drops roots.
