When you are falling in a boat you take fall damage when you hit the ground. You should not take any fall damage when you fall and hit the ground in a boat.

Steps to Reproduce:
1. Build up enough blocks to take fall damage
2. Place boat and ride it off the tower

Observed Results:
You will take fall damage when you hit the ground.

Expected Results:
If the bug was fixed, you would take no fall damage.
