Azalea/Flowering Azalea would consume the bone meal when placed on clay

      Related to MC-224862.

      When you place down azalea and flowering azalea on clay, and bone meal it, it would consume the bone meal. It shouldn't consume the bonemeal since you cannot grow the azalea on clay.
