I own the Official 2016 Minecon Skin pack that released to consoles, it included all previous minecon capes for both Steve and Alex, Just like the official founders cape. Unlike the Founders Cape, It doesn't show in the Capes Tab in the Player Customization Tab.

Not sure if this is really a bug, over looked, or not supposed to be a thing
