Villagers will not trade tripwire hooks for emeralds even if they are in your inventory and they have worked to restock. Item is red like it's not selectable or unlocked when it is.

Yes I have waited for the villagers to restock. ONLY happens with tripwire hooks as far as I can tell. We also waited several in game days. Still stuck.
