Summary: Fortune doesn't affect raw metal drops for iron, copper and gold.

Steps to reproduce:

1. Enchant iron, diamond or netherite pickaxe with fortune 3.
2. Mine either iron ore, copper ore, or gold ore (and its deepslate variants) with said pickaxe

Expected result: ores should drop 1-4 raw metals.

Observed result: ores always drop 1 raw metal regardless. Other ores are unaffected by this bug
