Summary
In Java Edition 21w16a, Dead Bushes can now be placed on Grass Block. In Bedrock Edition, however, you can't.
Step to Reproduce
1. Place down a layer of grass block.
2. Try to place a dead bush
---> 
Doesn't get placed on the grass block.
