Fortune on Amethyst clusters always drops 7 shards.

      Steps to Reproduce:

      1. Place multiple amethyst clusters;
      2. Use Fortune III on a pickaxe and mine every cluster.

      Observed Results:
      Every cluster will drop 7 shards.

      Expected Results:
      The drops are more random and based on chance per enchantment level.
