MC Is locked at 30FPS when Ray Tracing is enabled. I am using an RTX 2060. This can be resolved by navigating into the game files and disabling VSync, then enabling it in the Nvidia control panel, however less technically inclined players may not wish to pursue this option.

For those who would wish to temporarily fix this, the file pathing is:

"whatever drive your MC is installed to (for example "C:")\Users(insert your User here)\AppData\Local\Packages\Microsoft.MinecraftUWP_8wekyb3d8bbwe\LocalState\games\com.mojang\minecraftpe\options.txt

Once you've opened with notepad "options.txt" navigate to "gfx_vsync" and change the "1" to a "0." Next, select "file" on the top left corner of notepad, then select "save"

Vsync should now be disabled within Minecraft. If you wish to still have Vsync enabled so as to avoid screen tearing, open the Nvidia control panel, select "Manage 3D Settings" then scroll down and change Vsync from "off" to "on"
