Oak/Birch Sapling planted next to Flowering Azalea & Flowering Azalea Leaves doesn't have a chance to grow with bee hives

      When you plant oak/birch saplings right next to flowering azalea and flowering azalea leaves, it doesn't have a chance to grow beehives. Since flowering azalea and flowering azalea leaves are considered flowers, they should be growing with beehives. This is not in parity with Java Edition.

      Step to Reproduce
      1. Place down oak/birch saplings.
      2. Place flowering azalea/flowering azalea leaves, make sure it is one block apart.
      3. Set the randomtickspeed to a high number.
      ---> Not any trees grow with beehives.

      Notes
      I attached the world download for people to test them out. Make sure to set the randomtickspeed somewhere high like 4000.
