Parity issue: Light blocks do not show a light particle when a light block is held

      Closely related to MCPE-123384.

      Java Edition light blocks (added in 1.17, so this is valid) have a particle effect shown when the light block is held to allow them to actually be worked with. This is absent in Bedrock Edition, resulting in an parity issue.
