      Summary:
      Banners cannot replace grass, tall grass, ferns, large ferns, snow layers, and nether sprouts unless the player is aiming at an adjacent block.

      Steps to Reproduce:

      1. Place any of the blocks listed above
      2. Aim at the block
      3. Attempt to replace the block with a banner

      Observed Results:
      The banner cannot be placed.

      Expected Results:
      The banner should be placed.
