How to recreate:
1. Update minecraft(make sure it's updated to 1.16.210).
2. Go onto a survival or creative world.
3. Put a food item into your hotbar and hold right click or tap for mobile.
See it's a bit shifted.
Holding a shield also better shows the problem.

Observations:
If you change your GUI scale modifier to -1 the animation does not have any problems, my GUI scale modifier is at default set to 0, because on mobile devices tapping on tools is a bit hard with GUI scale modifier set to -1.
