Beacon instantly turns on, on the first tick when placed down on a power source (Iron Blocks, Gold Blocks, etc.) This issue doesn't occur when finishing the 3x3 square with the beacon already on it.
How to reproduce:
- Build a 3x3 Square of Iron Blocks
- Place a Beacon on the 3x3.
- Observe the Beacon Turning on
Observed Results: The Beacon turns on, on the first tick.
Expected Results: The Beacon should have a tick delay when turning on.
