This happened consistently to me. I was playing skyblock and I wanted to grab villagers with a boat. Unfortunately the instant the boat was placed and picked up two villagers it phased through the stone platform and into the void. Also sometimes when you boat across the void the game will think you have fallen through the blocks and deall fatal fall damage. Please see attached GIF.
