      The bug

All types of heads (player head and mob heads) can be placed inside entities unlike normal blocks. Relates to MC-2208, MCPE-105559, MCPE-65671, MCPE-112516 and MCPE-39674

      How to reproduce:

      1. Get any type of head
      2. Look down at the ground
      3. Try to place the head

Observed result: The head was placed and you got pushed away.
Expected result: The head cannot be placed, because you would be standing inside the head.
