Mobs cannot pathfind properly on powder snow while wearing boots.

To test:
1. Place a floating platform of powder snow
2. Summon a zombie at one end and give it leather boots
3. Stand at the other end of the platform in survival
4. Watch the zombie spin around on the powder blocks unable to get to you.
