Sometimes, when a pack that was purchased from the Marketplace is updated by the creator, it will glitch and enter a state of being perpetually downloaded. When trying to enable the pack from its page in the Marketplace or from the resource pack menu, the option to do so is grayed out and unclickable - it says it's in the process of downloading, but will stay this way no matter how long you keep the page open, and the progress bar will not move. Manually removing and reinstalling the texture pack file does not resolve the issue. The only way that I've found to resolve the issue is to reinstall the game as a whole.
I have personally experienced this issue once on Windows 10, and have received feedback from two other users reporting the same issue - one on Xbox, and the other on Nintendo Switch. So, presumably it impacts all Bedrock platforms. One of these users reported that it also happened to some worlds that they purchased, so it doesn't appear specific to one piece of content. (As I did not initially take screenshots when this issue occurred to me, I have asked permission to use screenshots from another user who has experienced the issue)
This is harmful to content creators on the Marketplace, as impacted users may negatively rate the content that they cannot use due to this bug. This may also negatively impact sales on the marketplace as a whole, as it might disincentivize users to purchase further content after having a negative experience.
