Summary:
In a snowy biome where everything is covered with snow, endermen will not teleport (if there are no non-snowy areas)
Steps to Reproduce:
- Find a snow biome.
- Summon Endermen.
- Make the endermen teleport (for example, spill water).
Observed Results:
Endermen take damage, but do not teleport.
Expected Results:
The Endermen teleport.

Note:
This also does not fit the Java version where the endermen teleport to the snow biome.
