Powered rails glitch when they have an unpowered redstone torch underneath

      When an un powered powered rail with an unpowered redstone torch underneath the unpowered rail powers when a block is placed next to a powered rail which can be a few blocks away and if removed the powered rail unpowers also if the block is placed far enough away along the track the unpowered powered rails become permanently powered until broken.
