End city generates structures overlapping themselves

      I was playing Bedrock and came across this. Had trouble getting chests and almost died.

      Steps to Reproduce:

      1. Create a world with the seed 1118147773
      2. Go to the End
      3. /tp -2878 127 -4398

      Observed Results:
      The end cities overlap.

      Expected Results:
      The end cities should not overlap.
