Snowflake particle doesn't emit as much particles as on Java 1.17

      This bug is a parity issue
      The snowflake particle that was added on 1.16.210.53 doesn't emit as much particles as on Java 1.17. This can be observed by testing with /particle.

      Step to Reproduce
      1. Get a repeating command block
      2. Do /particle minecraft:snowflake_particle ~ ~ ~ on BE, /particle minecraft:snowflake ~ ~1 ~ on JE
      3. Compare it.

      Observed Results
      The snowflake particles emits less on BE than on JE.

      Expected Results
      The snowflake particles should at least emits the same way and same amount as JE.
