Fall damage when pressing use on a block at build limit

      You take damage for spamming use at the build limit

      Steps to replicate

      1. Fly up to the build limit
      2. Use /setblock to place a block at y 254
      3. Place scaffolding above it
      4. Place one scaffolding block next to the scaffolding that is at y 255 (at the build limit). Make sure it is floating and that it does not have blocks under it for at least 20 blocks to get good/proper/not-so-good-in-actual-gameplay results
      5. Place a block such as wood next to that scaffolding
      6. Go into survival while standing on top of the structure you just build
      7. Stand on the wood or whatever block you placed that is not scaffolding
      8. Spam the use button while looking at the block (straight down), it is right click for me, and you should start taking damage (You can also hold it)
      9. Stand on top of the floating scaffolding
      10. Press use on it, one time should be enough
      11. You see normal height warning and are still alive
      12. Wait a bit longer for stronger effect if you are still alive
      13. Step onto the wood
      14. You should be dead or heavily injured, if not please retry steps 9-13

      Expected results

      You get to walk around while being alive with no damage taken

      In Beta 1.16.220.50, you still get drowning bubbles that disappear after a bit if you hold use at the height limit, but I did not die or take any damage. This could be due to the "Movement prediction improvements" on the Beta changelog. The bug now is just drowning bubbles appearing, which should not affect gameplay much or even be able to drown you, since they disappear after a bit.
