Grindstone can't remove Prior Work Penalty

      The grindstone removed the enchantments, but did not remove prior work penalty. This error has appeared many times.

      Steps:

      1. Enchant any item.
      2. Put it in the grindstone.
      3. Enchant this item again.

      It cost much more EXP than expected which means the penalty was not reset.
