Endermans on boats can still teleport

Steps to Reproduce:

Find an enderman

Put him into a boat

Punch him (or wait till he teleports)

Observed Results:

The enderman teleports even on a boat

Expected Results:

As for Java Parity, enderman should not be able to to teleport when they are on boats.
