Slabs don't prevent mobs from spawning

I'm not sure where to begin. After updating to 1.16.100 I've experienced issues in the Nether I placed a bunch of slabs to stop mobs spawning round my nether fortress yet there are blazes, zombie pigmen and skeletons who are still spawning here despite the slabs being there.
