      When using bone meal on netherrack that is next to nylium under water or lava, the nylium spreads, unlike Java Edition.

      Steps to Reproduce:

      1. Place nylium under water or lava
      2. Place netherrack next to the nylium
      3. Use bone meal on the netherrack

      Observed Results:
      The nylium spreads.

      Expected Results:
      The nylium should not spread.
