Bug Description

 Unlike Java Edition, powder snow deals no damage to a player/mob inside it

Steps to reproduce

  - Place Powder Snow

  - Stand inside it

What was expected

 - The player's FOV lowers and eventually the hearts would turn blue and the player starts freezing

What was observed

 ** - The player takes no damage
