When throwing a lingering potion onto a neutral mob(other than healing) the mob will start attacking, even if the effect is positive. I have tried this with splash potions too, but this only seems to be an issue with lingering potions.

Steps to Reproduce:

1. Obtain a lingering potion with a positive effect
2. Spawn a zombified piglin
3. Switch to Survival mode
4. Throw the lingering potion at the zombified piglin(The potion does not need to directly hit the zombified piglin, only the effect cloud does)

Observed Results:
The zombified piglin starts attacking the player.

Expected Results:
The zombified piglin should not attack the player.
