RTX Beta - VSync Causes Constant Frame Drops

      My system is a Ryzen 5 3600 / 32GB 3000mhz RAM / MSI Ventus RTX 3080.

      With any form of system VSync enabled, the framerate refuses to stay at 60/60.1. There are constant and continuous drops to anywhere from 51-58 FPS. With all system VSync disabled, the framerates are as they should be uncapped, anywhere from 80-150ish. I have tried every thing I know how to maintain a solid 60 FPS under VSync and have found no solution. This only affects RTX worlds. Vanilla worlds run as they should, capped perfectly at 60/60.1 FPS.

      Edit: After more experimentation, this appears to only occur while moving. While standing still and moving the camera around, the framerate remains at 60/60.1. Immediately after moving foward, the framerate tanks to 48-58 FPS. I disabled VSync and repeated the test uncapped, and found that the framerate stayed at 140 FPS while standing still and moving the camera and dropped down to the high 80s and 90s while moving. Similar hit to framerate while moving, but this still doesn't explain the sub-60 dips with Vsync enabled.
