all mobs stop naturally spawning after leaving and rejoining world

      I have been using a behavior pack and resource pack on a world, and every time I start a new world, mobs (both custom and normal) spawn naturally just fine without any issues. The problem arises when I save and quit, then rejoin the world. Upon rejoining, previous mobs are still there, and mob spawners continue to work. Structure mobs also spawn when exploring. However, no mobs will naturally generate, despite generating just before saving and quitting. This prevents me from playing a world and getting the full experience, because there are no mobs around to fight at night or get food from during the day. Once again, all mob spawning works perfectly when first creating and playing on the world, but after that, mobs stop naturally spawning. I don't believe this has anything to do with the mob cap, and I have repeatedly received the same problem on multiple worlds across Bedrock platforms. Any insight or information would be extremely helpful.
