Summary (hard to explain this here, so therefore you can change this with more detail):

When your are looking at the surface with water, for some unknown reason, it doesn't render outlines on blocks.

Steps to reproduce:

1. Dig a 3x3 hole and fill it with water
2. Look at the flooded hole you just made

Expected Outcome: There should be outlines for the blocks

Actual Outcome: No outlines render at all
