Fresh install of windows, no incompatible software running or installed. Able to ping launchermeta.mojang.com in CMD and travel directly to link (which appears as code).
If you keep attempting to play, sometimes you get different error messages (note, file name varies)

Similar issue with minecraft launcher, attempting to run it would mention would give you two errors, one of them:
Eventually, if you keep trying to run it, it succeeds. Tried running without firewall, no change. It also often times says I am offline, however I can still connect to Mojang.com without errors.
Note, connecting to microsoft office websites often yields an ERR_CONNECTION_RESET message. Could be related. Again, fresh install of windows, no AV software installed, no proxies running, firewall turned off.
