Press "E"

drag some items to the hotbar

Hold "C" and press "1".  Nothing happens

Hold "R" and  press "'3".  Hotbar remains the same.

Go into Options, Controls and change "Save hot bar activator" to "i"

go back to inventory, trying saving hotbar holding "i" and "1", no change
