Launcher can not download libraries: connection refused

      Minecraft Lancher can not download from https://libraries.minecraft.net. Also my custom launcher can not download from this url too.

      When you try to download libraries from official minecraft (maven?) repository (https://libraries.minecraft.net), you got this error:

      I am Russian and live in Russia, but I think this isn't my problem, because I can connect to this and other sites.
