I'm not entirely sure what causes the bug, but after a game crash that forced me to force quit the game, the launcher was nowhere to be found. Opening the executable for it wouldn't do anything, and it was not listed in the force quit menu. The launcher was still open, behind every other window. 

I believe this is a bug as when the launcher is opened normally, it shows up in the running applications that can be force quit.
