In online multiplayer, I tried gift wrapping a level 233 item to another player, and they received it as 241.  When I gifted them a level 251 item, they received it as level 38, over TWO HUNDRED levels lower.

This is consistently reproducible when gifting items higher level than the receiving player's level.
