When I first bought Minecraft Dungeons I didn't think I'd have to pay again. However, when I switched PC accounts I realized I would have to pay again, and I didn't buy it from Microsoft. I bought it from the Minecraft website itself when Minecraft Java Edition and Minecraft Dungeons were two separate launchers.
